February 10, 2004. Company Moscow Cellular Communications (MCC) (brand name SKYLINK) and BelCel JV (brand name DIALLOG) announce commercial launching of international roaming services between their IMT-MC-450 networks (CDMA2000). In Russia, MCC provides telecom services of the new standard on the territory of Moscow and Moscow region, BelCel JV – within the territory of Belarus. Wireless networks of the new IMT-MC-450 generation provide reliable and qualitative communications and high-speed data services of different format with a high level protection from unauthorized access.

First in the world commercial roaming between IMT-MC-450 networks was opened in May 2003 between SKYLINK network (CJSC “Delta Telecom”, St. Petersburg) and DIALLOG (BelCel JV, the Republic of Belarus”). Since November 1, 2003 roaming service had become available for SKYLINK subscribers of Moscow and St. Petersburg.
